Pseudo Warmonger

I'm thinking that might be a reversal of Cause & Effect.

Considering that historically, Iran is mainly populated/run by one of two most prominent Islamic groups...

And Saudia Arabia, is led/mainly populated by the other, competing group.

Both countries of which, have historically been in a situation like described in Naruto. (Between the Senju & Uchiha clan, before the village's)

Where in the region around the Two enemies, every time there was a War or Conflict of some sort...

Iran/Saudia Arabia would be called in by opposing sides. When they weren't already involved, or willing to involve themselves.

Because Saudia Arabia has been Allied with the United States previously, it encouraged the Military to build bases in areas where Saudis were at least Cordial.

I suspect that it wasn't considered good tactical sense, to plant a base inside of a country that was historically enemy's of the closest allied country.
