Hmm you seem to think that Fascist=Nazi... that is like saying all Communist=Stalin Supporters. Yes, all Nazis are fascist but not all fascists are Nazis.
In Mussolini's work the individual was subservient to the State (much like in Machiavelli's work). Mussolini studied Machiavellian Philosophy.
If you didn't know Machiavelli wrote the Prince in 1532 which was a book on how a "prince" (basically any leader) should govern. Fascism pirated a lot of those ideas without giving them credit.
Nazi-ism took fascist ideology and mixed it with racism.
