Palace Talks Incident happened just after the last coast war, Robert Streader wanted to create a lasting peace out the Ronastre-Eglise alliance so he along with Eglise's Prime Minster organised a summit were the sides could meet and come to an agreement.

Some how the National Storm Army found out the time and location of the summit and decided to mount an assault on the palace while the talks were taking place, their hope was that by killing the heads of states that both sides would blame the other and would be driven to war.

As the first lot of talks began the NSA Squad broke into the palace by the main sewer, they managed to get to the second floor before a servant saw them and hit the alarm. On hearing the alarm security started to move the delegates out a back door, at that poin the The terrorist rushed to the room were the delegates, Streader pulled his pistol and fired into the squad forcing it back to into the corridor, he along with a few guards pin the NSA terrorist down while the rest of the delegates escaped down the fire exit.
After a short but intense fire fight the NSA squad was ambushed by RSEsE agents and all of them were killed or surrendered.

The incident delayed the talks for a week while the palace was checked for any bombs that the NSA could have left, but it also dispelled much of the distrust that plagued relations between the two nations when Streader actions were brought to light in the press.

Interesting story. Of course these events lead to a reorganisation of the Eglise security services. In the meanwhile the Army was ordered to provide security.
